The Terms of Reference document sets out the work plan and estimated budget required to complete the Assessment Report due 2010 and the Source Protection Plan due 2012. The scope of the work, roles and responsibilities, and estimated costs are itemized in the Terms of Reference.
The document includes an outline of the work of the committee, staff team, municipalities and consultants to produce our Source Protection Plan. It also includes estimated completion dates and costs. The Terms of Reference was completed in 2008 as required by regulation under the Clean Water Act.
Background: The Source Protection Committee prepared the Draft Proposed Terms of Reference and made it available on May 12, 2008 for a 35 day comment period which ended on June 17, 2008. Public meetings were held at Quinte Conservation on June 4, 2008 from 2:00 to 4:00 pm and from 7:00 to 9:00 pm. The Committee revised the document and, as required by the Clean Water Act and its regulations, re-circulatied it for further review and comment. Written comments were to be submitted by Friday September 19, 2008 at 4:00 pm. In October 2008, the Source Protection Authority submited the Proposed Terms of Reference, along with all comments received during the round of consultation, to the Ontario Minister of the Environment for review and approval.
